Kupu does the textures, but he is not a programmer. Taking him off textures is not going to increase the amount of work put into the core game, it's just going to slow down the texture updates.
And frankly, He's doing a really good job.
The problem with your hypothetical scenario is that it doesn't take into account the strengths of the smaller fleet, namely manoeuvrability and tactics.
I get what you're saying about losses, but it is fairly common knowledge really. However, it only applies if a) They both just sit there...

Edit: Tried to replicate by messing with the resolution and fullscreen settings in the config, no go.
On CBS, there's a race track which prohibits the use of rechargers and only allows a certain amount of capacitors. There is pit stop bays with power supply beams, and all in all it works quite well.
There was a bug in logic/rail interactions that resulted in whacky ghost linking and logic fuckery. I haven't done my testing, but apparently it's fixed.
