Try building for efficiency instead of simply throwing things into the air please.
Number of blocks to use, layout of output, the percentage of tertiary effect (no, 100% is not the best believe it or not) and stuff like that.
"Opportunistic"
People who are already looking for fights to a certain extent but cannot find them. As I said, hard core turtles cannot be dragged out unless you literally make their HB vulnerable.
It is easier to draw opportunistic PvPers into the fray first.
Well I am just stating the obvious.
For the hard core turtles no amount of incentives will make them move an inch, maybe except moving their home base one sector further away from the sun. Your idea is probably the only thing that would come close to working.
Resource incentives will drag out...
Just mark out a sector that has more ores than the average, enable sector claiming for it (for mining bonus) but disable home base building.
You can see where this is going right?
People gonna fight for the mining "rights". Ratting doesnt work too well in this game because killing 10000...

The idea that your ships/ ship can now be built out of some special, rare, barely obtainable armor is ridiculous for PvP. The fact that for a ship to be spawned in through blueprints require you to have that block means a 2 things:
1) You build a ship that has the "special" rare armor...
Dunno about first, but probably.

Zoro is not out though.
Odium had never been as big of an alliance people think ever since like... Blackhawk. Though they (we) do have a bunch of other factions we play around with who simply wants to enjoy PvP.
