Sounds like it is turning into a RP server. Should def. think of going to Elwyn or Red... My group has their homebase on Elwyn and its really stable and we have an outpost on Red for when nothing is going on in Elwyn and their both really great servers.

This needs to be at the top, one of the best servers I have played on. Did I mention they have plenty of active factions.

4040 currently run way more smoothly for me.
