How do shields work?

I have a bunch of shield blocks attached to my ship, but for some reason they don't work.

Shields are currently separated into capacitors and generators. The capacitor just improves the shield's capacity to absorb damage, and the generator actually fills the capacity with damage-absorbing potential. The capacitors don't use power, the generators do.
