How Disable Admin Privileges?

Everyone who connects to my server has access to the "Admin Warp to" and Admin-Load catalog spawning. How can I disable this?

On a server, if noone is an admin, everyone is an admin. Edit the admin.txt and give your server some admins!

Did not expect that ahah, very funny.

Guys is there a way to be admin in single player but not have privilege? I'm always tempted to just warp instead of travelling there manually.
