NPC Spawning not working?

NPC spawning seems to be broken. I don't get any Pirate ships spawning, and now Trading Guild is spawning in ships that should only be for the pirates.

Swallow ship is marked as enemy only.

Enemy useable only really means NPC faction useable.

Yeap, the Trading Guild and Pirates share the same ships. Something I wish was fixed sooner than later.

I could have sworn on a previous version I had each faction configured with their own ships.
