Instead of having 3 times the amount of the same block of the system. I think there should be instead power items that increase the efficiency of blocks.
shields capacitor, shield recharge, power reactor, power capacitor, thrust and weapon computers have about 1-3 slots where you can put the power items.
There are different types of power items and some can only effect certain system blocks.
    • generating power item: Only is effect on shield recharges, power reactor blocks and thrusts they increase the amount a block produces by about 30%
    • Storage power item: Only is effective on shield capacitor and power capacitor, it increase the amount of storage a block can have by about 30%
    • Range extender power item: Only is effective on weapon computers, it increase the range of weapons by about 40%.
    • Damage increase: Only is effective on weapon computers, it increase the amount of damage a weapons does by 10% without increase power consumption
    • light as a feather item: Can be used on all systems, it decrease the weight of a block by 50% and also it is different for weapons as it decrease the weight of all weapon outputs connected to it by 10%.
    • More defense: Can be used on all systems, it increase the amount of hp of a block by 15 Hp and also it is different for weapons as it only increases all weapons outputs connected to it by 5Hp.
    • power efficiency: Can be used on all systems that use power, it decrease the power consumption of a block by 10%
Because power items only effect single power and shield blocks you would have to build paths in between the shield and power blocks to be able to put the power item in it.
Power items can't be craft and can be obtain with faction points, missions from trading guild or other ai factions, killing NPC and special chest that are spread across the galaxy.
Power items aren't stored in the ship when you save it like plex storages
So this is a way for people to have tiers. this isn't perfect but you can help with you want to make it better.

Making everything a small plexstorage that you can put items in?
All I can think of is "So much data!" Seriously, adding 1-3 plexstorage slots to every block on a ship is going to be more data than anybody would like. It's going to double ship file size.

Also, even on a ship about 70m long there's still a lot of blocks to modify. And modifying fighters is impractical because they get killed way too easily.

    Agree.
You may have 3 slots per array.
This reminds me about Mine-crafts forcefield block mod (put items into specific slots of the block to move the field or change it's behavior).
If computers have slots where you put in items which cost credits, you give the ship a higher price for same weight.
Not sure if good or bad, in the forcefield mod from minecraft it costs more power for more volume to make it balanced.
