Faction And Public Blocks for Pickup Rails

Hi Schema & Schine,

Can we please have Faction and Public blocks for the pickup rails?
Faction wise it would allow rank control.
Public wise it would allow for fancy pickup management within a station or large docking bay.

Maybe via C-V linking mechanism, so that they don't have to be left out floating somewhere?

I think i mentioned using the linking method a long time ago, but i was looking for linking to anything. Then you would only need 1 block.
