Take the faction module concept, and expand it into a "Structure Ownership" block.

A player may claim a ship or station as their own, so that no player at their rank or below it within their faction aside from themselves can access the ship. However, higher ranking players in the faction may access the ship. This should be configurable within the faction tab, though, so that there's a rank requirement to be able to commandeer a subordinate's vessel (ie: rank 2 can't move a poorly docked rank 4's ship, but a rank 1 or founder can).

If the player is neutral or otherwise factionless, then the personal claim makes their ship inaccessible to anybody except for themselves and admins, unless captured via torching.

This will allow for much, much greater security in Public factions, preventing ship theft and griefing from being as easy as it currently is.

As for Public faction reputation - I suggest that public factions have an option for the founder to toggle, that restricts public faction joining to only NEUTRAL or FRIENDLY players. If the player in question is tagged as an enemy to the faction, then they can not join the faction until the faction officers/leaders remove the hostile tag from that player. This is to prevent griefers and thieves from regularly hopping between public factions as opportunities for troublemaking and profit arise.

or instead of like creating a whole new block we could like uhm turn the faction permission module into what it should actually be... a block that you can link to other blocks or groups of blocks so that 1 "faction permission block/controller" can set rights to a bunch of different blocks and then you follow that up with adding an interface similar to the shop block so that you can set an "owner" of the block aka someone who can modify permissions and then have a second list for named individuals that can specifically use said attached features as well as a list to select faction allies enemies neutrals etc.

Yep the faction permission module and the faction module just need to be made one single block and have all these kinds of useful things in them. You could have a sort of faction permission mapping mode that is like build mode but you are mapping out what ranks can do what and where, also you could have a general settings area for a few things as well. :)
