The UEE Guard Stations where constructed during the Great Xeno Wars, to try and halt the Alien advance into Human space.
Wile it would be difficult to say whether or not the guard stations did that, they did destroyed a lot of Xeno ships, and blunt the fury of many invasions.
After the war the United Earth Alliance was replace by the United Earth Empire, which quickly went about building the stations throughout the new Human empire. Now these stations represent safety and fear, safety for the human worlds they protect, and fear for those alien world they orbit.
