The Folder Elevator Car is a Bluprint,
so put it in the Bluprint folder!!!
The other two .smtpl Files are Tamplates,
so putt them in the Template Folder!!!
Paste First the Elevator_Top_End to youre Structure
and below this Part the Elevator_Part.
Then doc the Elevator Car to the rail.
Then follow the instructions on the signs.
Please use the Pictures below for the Instructions,
because the templates do not save the text on sings

Maybe if you dont have it in youre starmade folder,
just create a simple tamplate with the advanced build options
and look again.
