THE ATHANATOS CONCORD
The Athanatos Concord, the pinnacle of StarMade unions. We have a vision, a vision where the members of the Concord live and work in collaboration, sharing experience, support, and knowledge. Where others have fallen, we will rise and stand. A sturdy, unfallible coalition based on four cornerstones: Faith, Unity, Truth, and Justice. These are what allow us to band together. These will allow us to thrive. Through these principles we seek to improve the environment for the players and by the players so that StarMade is a better place tomorrow than it is today.

We will provide factions a place to gather and encourage a free exchange of ideas and ideals. Our goal being to offer a forum for discussion, event creation, and friendly cross factional contest. To allow those who wish to work towards the betterment of the community, and their membership, to do so with like minded individuals

As time passes, factions rise and factions fall. Many from mistakes or problems which could have been easily remedied. Almost all here have seen good strong factions crumble into ruin for foolish reasons. This does not have to be the case. No longer must we isolate ourselves. In fact there must be change.

The Concord is built upon factions with high potential, stability, and momentum. We work together to manage affairs, retain stability, and ensure each other's growth and survival in the ever-changing world.

The Syntechnia is an absolutely vital piece of the Concord, being it's book of laws and organization. It can only be modified through very specific processes. Syntechnía
The Syntechnia, which is Greek for Guild, is the central book of laws within the Concord. It provides the layout for organization, promotion, punishment, justice, and generally anything else that the Athanatos Concord would have to deal with.

I- The Concord
The Concord is a mutual alliance between a set of factions. It's purpose is to help foster a better tomorrow by improving today. Factions within the Concord form a strong bond between eachother, and are encouraged to assist eachother in operations and activities. It helps retain political stability, both internal and external, and helps mantain the peace. Each faction's leader takes part in either the Senate or the House, acting as the general voice of the faction in the Concord.
II- The Senate
The Senate is the primary governing body of the Concord, and will number no less than three at any given time. If this occurs, the House and remaining Senate will vote on taking on a new Senator. The Senate is given a number of responsibilities:
1) Spokesperson: Is considered the "Head of the Senate", and is responsible for
speaking for the Concord as a whole, hosting meetings and courts, and helping
retain stability. Every three months, there is another full vote to decide which Senator will be placed into the new term, taking whomever recieves the most votes.

2) Priority Judgement: Senate decides what can be brought into court, such as
demotions or dismissals. Henceforth, they decide if an action violates any of
the Syntechnia's sections. In the case of promotion votes, they still host court.
3) Proper Government: The Senate is considered responsible for listening and
making sure the House members have equal voice within the Concord.
III- The House
The House makes up the secondary governing body of the Concord. They have the same voting power as the Senate is most situations. They also take place in weekly meetings as equals of the Senate. They are encouraged to bring forward situations and issues within the senate.
IV- Joining the Concord
Joining is a simple process. First is the requirements: The applying faction must have existed for two weeks, and have at least five active members. The faction must be active on at least 1 public or generally easy to join server. Here is the process to join.
1) Send a message to a senator, who'll immediately bring up a meeting with other other senators to discuss whether the faction should be brought into the Concord.
2) If agreed upon, a vote is brought up. The applying faction must get at least 3/4 vote
3) If they get 3/4, they become a Member of the House.
if the applying faction fails to get 3/4 vote, they cannot apply again until 30 days have passed.
V- Promotion, Probation, Demotion & Dismissal
If there are already three or more senators, the process to be promoted is defined. The faction placed to become a Senatorial faction must have 12+ active members, been with the Concord for at least a month, and must be active on at least one public server. A House faction that fills these requirements can request promotion. A vote then occurs, requiring a 3/4 vote. If a faction fails to get promoted, they cannot apply again for at least 2 weeks.
Any violations are decided by the Senate, and the Senate decides whether the punishment will be Demotion, Dismissal, or Probation. Demotion and Dismissal require a 3/4 vote. Only Senators can be demoted. Probation causes the faction under probation to be considered temporarily dismissed for two weeks, then returns to his/her position. Probation requires a 2/3 vote.
VI - Laws: War
The laws for war as as follows
1) Members of the Concord are not to attack eachother in any scenario. Self defense is an exception. Skirmishes do not count towards this if the skirmish is discussed in the weekly meeting beforehand.
2) Factions can request to enter "controlled warfare" with another Concord faction, at which they are given a set time (decided by the Senate) to war with eachother, and cannot involve other Concord factions.
3) Members can war freely against Non-Concord factions, unless said faction is part of an alliance that is neutral or allied, or the faction itself is allied.
4) If a Member engages in personal war with an outside faction, it is considered politically seperate from the Concord.
5) If the opposing faction/alliance is friendly, communication must be opened up and discussion must begin.
6) If a member is engaged in war, he can request Concord faction to assist him. He can also propose for it to become a Concord operation.
VII - Laws: Relations
Relations is a very important part of the Concord. Here are the laws related to them.
1) Members of the Concord are generally expect to assist each other where possible. If a member requests help in the weekly meeting, any member able to reply and respond should do so.
2) Members are not to interrupt the economy of other members.
3) Alliances between the Concord and another full Alliance are decided by the
Senate, and then taken under vote.
4) If violence occurs between a Concord faction and a non-Concord faction, Senate may decide whether the faction is to be considered hostile as a whole.
VIII - Weekly Meetings
The weekly meeting is an absolutely vital piece of the Concord. The Spokesperson is required to host the weekly meeting through a mass-message to the leader of every member faction. Members are required to attend the weekly meetings, and are expected to participate as fully as possible. If a leader cannot attend the meeting, they need to alert the Spokesperson beforehand and place someone else to attend.
IX - Amendments to the Syntechnía
In order to add or change something to the Syntechnia, the change must undergo a strict process.
1) The Senate must decide whether an amendment is necessary. 3/4 must agree.
2) The Senate the writes the amendment. They also present the proposed change to the house.
3) The house can choose to veto, at a 4/5 vote.
4) Once the amendment is complete, 3/4 of the Senators must agree it is complete.
5) After this point, every member votes, and a 4/5 vote is required.
6) The Amendment is then added to the Syntechnia.
7) The Amendment can be vetoed for 2 weeks at a 3/4 full vote. After 2 weeks, it is considered official.
A copy of the original Syntechnia is saved on the website.
X - Member Standards & Requirements
All members of the Athanatos Concord are required to keep a certain standard within their respective faction.
1) House members must mantain a minimum of 4 members. Senatorial factions must retain a minimum of 10 members. If this arises, the faction has 2 weeks to fix the situation.
2) All members must keep inactive members in check, and are required to do
regular activity checks. Members that are inactive for over two weeks should be considered for dismissal. Members inactive for over a month, without a reason, must be dismissed.
3) Members must alert the Concord to changes in their chain of command or core concept of the faction.
4) Members must alert the Concord when making a major move into the server, in hopes of establishing permanent or long-term residence. Temporary or overt entrance is not required to be announced.
5) Members must display professional and mature behavior where appropriate and necessary.
XI - Critical Failure Assistance Protocol
If a faction that's part of the Concord goes under, the Senate will assume temporary control of the faction and attempt to reinstate the chain of command and stability without editing the intended structure. This can only last a maximum of two weeks. If the Senate cannot gain access to the thread, or is denied any access, the faction may be considered to be placed for dismissal.
XII - Autonomy & Participation Law
There is no situation in the Concord where a faction is absolutely required to do something. The Concord is not a defense pact or war agreement. However, factions are generally required to participate in the Concord as a whole, and if they refuse to partake in anything, primarily if they do so without explicit reasons, can be considered "inactive" within the Concord.
XIII - Total War
Total War cannot be engaged without some kind of perceived threat, coupled by provocation by the one whom war is declared against. If war is declared against the Concord, and no attacks follow, the threat is considered void. Engaging Total War also requires a 3/4 full vote.
XIV - Minor Battle Protocol
Minor battles are singular skirmishes between Concord and non-Concord factions or personnel. These are allowed as long as the Concord member retains control and eliminates collateral damage. The member is deemed politically responsible for the skirmish in whole.
XVI - Genesis Protocol
The Concord can undergo a very special protocol, "Genesis", in which it helps someone else create another faction. A Senator will be assigned to the faction-to-be as an overseer, who will act alongside the leader to form a faction. Once created, the faction is instantly accepted into the Concord, without vote, and gains full rights. The Senator and Senate will see through to it's creation and stability for two weeks. If anyone wants to engage in a Genesis Protocol, simply message the current Spokesperson.
XVII - Information Agreement
Concord factions are encouraged to share general, non-confidential information when requested or when it would be beneficial to other Concord factions. This is to assist in the growth of Concord factions, and is considered an act of goodwill.
XVIII - Basic Internal Laws
Members of the Concord are to follow the following laws when dealing with other Concord members
1) Respect the airspace of fellow Concord members.
2) Do not disrupt the economy of other members under any circumstance.
3) Engage in trade with Concord members.
4) Show mutual respect towards other Concord members.
5) Be respectful and polit during the meetings.
6) Use the meetings properly; This is a place of progress.
7) Information shared in meetings is considered private.
8) Alert fellow Concord members to events or actions taken by anyone on
servers that could affect the Concord, or its members.
9) Do not abuse loopholes. That is an offense.
10) Do not innapropriately interfere with another members operations.
IXX - Sabotage and Espionage Law
Members are completely banned from performing sabotage and espionage with other Concord factions. External sabotage and espionage is legal, and the faction performing such acts is considered politically responsible for them.
XX - Court System
Whenever there is a vote, "court" is engaged. Court will be opened by the Spokesperson to all members in a mass private message. This right can be delegated as he sees fit. If the vote is concerning another Concord member, the member must be by all means alerted. If the vote is pertaining his defense for an action, he must be allowed to post an argument before voting begins.
XXI - Bastion Fleet
The Bastion Fleet is a joint-force of members from member factions that work together as a Concord force, and when performing acts as the Bastion is considered the political responsibility of the Concord, and no specific faction. The Senate as a whole acts as the commander of the Bastion. They operate under the general will of the Concord. More information can be found farther along in the main thread.
XXII - Operation Agreements
The Concord can agree on operations to perform during the weekly meetings. The only requirement is general agreement. However, if argument sparks, a 3/4 full vote can be placed. Operations are joint operations between any number of Concord factions.
XXIII - Neutrality Statement
The Athanatos Concord as a whole is a neutral alliance. The Concord cannot force any members to engage in actions that would conflict with the factions design, and Members are allowed to operate autonomously alongside the Concord.
XXIV - Veto Rights
In the case of an unagreeable situation, members can decide to vote to Veto any action within a week of that action being taken. A veto requires a 3/4 vote to pass.
