Textures for low end PC's

How about a texture pack or mod that removes the animation from otherwise animated blocks? I'm willing to bet something like that would boost FPS significantly. I'd do it myself, but I don't have the slightest clue how. If something like this already exists, then please direct me to it.

the textures are already low res as it is. and removing the animations for the blocks wont help at all considering it only changes the texture for an animated block like what, 750 milliseconds? the best way to improve performance is A.) Faster CPU. B.) Better GFX card. C.) More RAM.

Basically a super-simple texture pack. My pc can\'t get above 4fps around my main engine room, but remains between 12 and 15 anywhere else on my ship.
