/sector_chmod x y z + peace does not work

I have tested in multiple sectors, and set whole swaths of them or just individual ones to 'peace'. I still get pirate waves spawning. A forum search didnt bring up anything relavent but I may have missed it. Aplogies if I did, and thanks.

I got the same bug when i tried few patches ago.

Yeah, technically its been doing it for at least one major patch since I set sectors like that.
