It would be really useful if there were some sort of Release Notes for the DEV builds, even a txt file in the installation which gives a quick summary of the changes would be good. Just to understand any changes.

Dev builds are meant for testers. The casual player can still see visible things and find bugs, but most features will go unnoticed for a while.

Schema stated that releasing all of the changes that he makes for each dev build (sometimes released multiple times a day) is not worth the dev teams time and that he would rather spend it on other things. Frankly there are plenty of hints dropped and players/youtubers that discover and share this information relatively quickly.
The thing is that between release builds you get many many dev builds, many include just simple bugfixes (those bugfix lists you get for release builds are only from last dev build -> release) as well as what could be "under the hood" work.
If schine wants something tested specifically they'll mention it, either to testers MF(since they seem to be in on everything) or the community at large.
Most of the time though making patch notes for dev builds is a waste of effort. If you need to know about it you already know what needs testing.
