Rail Mass Enhancers

Hi, I'm not sure if it's a Bug or an intended limitation.
I'm trying to build an extendable armor consisting of 4 cascaded parts. The screenshot shows the first 2 (the rest isn't build yet) .

Part 1 is docked to the Mothership, part 2 is docked to part 1. Each part has extendable armorplates (a,b).
Part 1 is made of ca. 303.000 Blocks including the Plates.
Part 2 is made of ca. 241.000 Blocks (Plates are still missing).
Part 2 is working just fine, with 17.000 Rail Mass Enhancers on Part 1.
For Part 2 to work, i had to put over 570.000 ! Rail Mass Enhancers on the Mothership. That's more blocks than both Parts have together...
If I complete Part 2 and add Parts 3 and 4, it whould propably mean I'd have to completely fill the Mothership with Mass Enhancers (if that's even enough...). I hope this is not the intended way they should work.

I'm having a similar problem where Mass Enhancers simply aren't actually enhancing mass, or if they are, it is a very small ratio, they don't appear to be taking power either.
