Public Permission Block

I discover a glitch where a ship of a different faction docked at a home base of another faction through permission blocks can still be attacked.

Also the ability to press R and set specific permissions for ally, neutral, enemy, etc or even faction ranks/passwords.
Just food for thought.

I would appreciate if the glitch were fixed so my embassy would work as intended.
