Power Capacity not being filled

am consistently noticing that for ships with large power reserves (about 20mil+) the power reactors dont completely fill them. the power capacitors will be filled until it simply stops which can leave the capacitors between 1 and 20% empty for no particular reason...

not the most urgent bug, but would appreciate a fix or maybe some workaround.

If the ship is docked to a station or larger ship, the power capacity shown is that of the host and so will never show as "full" while docked.
