add a button in the game to turn them off I can't build anything without it getting shot at

A button would be nice, agreed, but there is an option in the config file to turn off pirates. Look for ENEMY_SPAWNING = true in the config and change it to ENEMY_SPAWNING = false.

 

[Crusade]

There is a button to turn them off.
