Figured since planets are a bit too big to do this with lets start with asteroids and work our way up to planets and even whole systems.

In any event in this case unless interrupted an asteroid should be slowly floating around the sun it is near. It'll follow the orbital path until the thing is mined totally or sent flying out of the orbital sectors. This means yes there are going to be tons of these things moving in unloaded sectors as well so only existing as stats while not in loaded space might be a good idea.

Next we have how on earth to respawn them and not get busted red-handed for making things appear out of thin air. They should respawn right on the system borders and be flung at one of the many asteroid orbital rings randomly. Now while the orbital ring they are heading for is random the sector within it isn't, they'll head for the nearest orbital sector within that ring before starting their orbit with everything else.

Another fun thing could be some of the asteroids aren't what they appear to be. On occasion you'll run into a ship that has the shell of an asteroid wrapped around it but is using a special block to fool your nav into thinking it is an asteroid until it shootings or is shot. This block can do more than just make people think your an asteroid, it can also fool them into thinking you are other things or even in several locations at once.

Illusion Nav Block: A single block that lets you fool the navs of everyone around you in a variety of ways ranging from displaying fake ship names and pilots to making you look like an asteroid at a distance. Also making you seem like you're in several locations at one time or even making shots seem like they can from another direction than they did. They more OP the power the more ridiculous the amount of power needed to use it for a duration of time. Most just fool the nav menu itself and the waypoints on the screen. Others are outright holograms and sector wide illusions that take tons of power to keep up. Things like making you're opponents think you are a star tends to get interesting and takes more power than most ships have.

Planet Meteor Showers: Happens randomly all be it more often when plates are being mined total up, This is used to randomly change the landscape and add more resources based on the asteroid that hit the planet. Asteroids that slam into planets would have their blocks randomly distributed across the plate they hit. Even if the plate has been totally mined up the blocks will form a new plate and spread out if needed.

Asteroid Stream Respawn Event: This happens randomly often adding more asteroids than the system started with and replaces a large number at the same time. Like single ones respawning they'll head in mass randomly to each belt location but generally head to the nearest orbital sector of that belt. In this case though hundreds of asteroids are spawned or respawned during this and in large enough numbers to where it would be kinda hard to miss. They'll randomly come in from one or more system borders at the same time often at high speeds to the point where if ships get in the way they get taken along for the ride.

So far all I can think of right now, any ideas?

Would also be cool if their were chunks of wreckage that sometimes would be found in asteroid fields and in space in general. Behave just like asteroids, but instead are sections of hull plating or something. They could be mined for scrap.
