No Shops Are Spawning

I have been flying around for hours with my friends and there is no shops other then the one at spawn (2,2,2). Please explain why this is happening?

Hi, had the same Problem. on default 0.08 Spawn rate, no Shops spawned. I raised up to 0.2 and get 16 Shops in Range. So i tried 0.12 (12%) and again, NO SHOPS. is it a Bug since the new Patch?

It also said that the default shop setting is 0.08 but after reinstalling it was 0.05.

Same error here. They only spawned when I put it at 100%, now I have merchant ships flying everywhere.
