New Tag for BlockConfig

    I think it's reasonable to say that the loot from pirates is pretty crazy. Previously I was debating possible ways to limit that some, and the loot modifiers we have are pretty helpful already. However, it seems like one of the main issues isn't so much stack size/quantity, but rather what specific items are in those stacks. For instance, one player found 477 Faction Modules in his first pirate station. I've reduced stack sizes since then, but that same player still managed to get 100 L5 Plextanium just recently. Still not exactly reasonable. Now, thanks to the BlockConfig.xml update we just had, I can modify prices, I know. However, seeing the XML file and reading though, I thought that it would be good to add a new tag to it that determines whether or not an item can be dropped as loot.

    TL;DR: Add a new tag to the BlockConfig.xml file for items to determine if they can be dropped as loot or not. Something like (Yes/No/Pirate/Chest).
