My ships blueprints aren't importing correctly?

After uploading the blueprints of one of my ships into a new game, I bought it through the catalog. One of the turrets didn't appear when it appeared. I imported the blueprint for the turret and tried to buy it, but nothing happened.

I re-saved the blueprint for the ship and turrets. When I tried to buy the ship in a new game again, none of the turrets or docked ships appeared.

I uploaded a different ship with the same turret that had been missing on my first attempt, and that ship appeared with all of the turrets. What could be causing the conflicts for the first ship?
