As a fellow server owner id like to welcome you to the buisness, one small thing you might want to think about is advertising on the servers & factions chat aswell as creating a well made and informative page, things like whether this is a roleplay/pvp/building server, aswell as some of the basic setings (top speed, whitelist, player limit) all help towards the growth of your server.
Lasty pictures and a catchy name can draw in the crowds, try adding images of this like player built stations/planet and maybe even a few of the ships that are built on the server.

Getting people to vote for your server is really difficult, you need to incentivise it. if you have a shred of programming knowledge, it is really easy to throw together a basic program using the starmade-servers.com API and starnet. If you cant, I am sure there is one on the forums
