Mining bonus same in claimed system as in own system

I think that the 12x mining bonus you get when mining in your own system should apply when mining in foreign systems claimed by other players. This will cause people to try to sneak in to others systems and could make it so that wars and fights occur more often with actual reasoning behind them and not just "cuz I don't like you".

If you really want that, go ask your servers admin to increase "MiningBonusOthers" to an even higher number than "MiningBonusOwner", then watch the server burn :D

But yeah, this should be a default config in my opinion, would increase the action on all those "whats configs?"-admin type servers
