Implement hotbar page switching for buildmode and astronaut mode

We currently have the ability to have different pages for flight mode to allow you to have more than modules.

I think this should be implemented for buildmode and astronaut mode, for buildmode it allows you to have more blocks to place ready on your hotbar without needing to switch with blocks in the inventory.

This also allows for more pages of astronaut tools and blocks on the hotbar.

I think this would be an excellent to feature to consider especially with ships that have a lot of roleplay elements driven by logic. It saves having to risk logic lines going through your ship to the bridge and everything would be far more achievable by remote.

Woo more single man musket lines. I'd love this, if they could fix that specific issue.
