How do I use NPCs?

As we all know, in the recent update, NPCs were added. Unfortunately, they're practically useless they can be used in fleets. If anyone knows how to use fleets, please post it here, for everyone's benefit.

Also, so that fleet tactics become possible, and so I can be a TACTICAL GENIUS.

They currently are for looks. You can move them and order them around but they can only use their pistol. They auto activate gravity if you order them onto a block of a ship
