The current economy actually works if you server host sets the settings to make it work. However out of the box the problem is not that your lacking resources you need to aquire. Its that the resources are to abundent. If you could picture a virtual god saying to man. \"Your going to need to eat, poop, and sleep. But theres fields of food over every hill, and lots of places to hide for safety when you sleep at night.\" Thats starmade out of the box server setup, every system has multiple planets, lots of shops, and tons of abandon stations ready to be ripped up for free resources. Worse case scenario you faction home a planet, dig an underground base to avoid missile bombardments. Then cubiton up starter ships to either raid pirate bases with or run minerals to shops to trade for more parts.

The adding micromanagement will not help or force server admins to fix a problem they like having broken. Vast resources closely packed together incourages pvp. If anything it will be quickly overcome and forgotten. So you need fuel? Player X is pumping of vast shite tons of fuel and running it to spawn shop for loads of profit when your not buying it right of his planets shop directly. Same for food, water, air, ammo, etc, etc. Ammo at best would force players to put factories on their already massive ships to resupply themselves and their friends on the go or during a siege.
