(tl;dr: New power reactors that use fuel; old power reactors still work but soft-cap nerfed so they're best on small ships, fuel helps economy and encourages mining)
Fuel ideas have been tossed around since forever; now with the crafting update, storage filters, etc out, this might be an option;
So, your tiny to smallish-medium ships (turrets, landers, fighters, corvettes, etc) can keep on truckin' pretty much as they always have, no need for fuel, but the massive behemoths are gonna need fuel-using generators to do much of anything.
Ships in between those sizes can use normal, fuel-less reactors, to run basic things such as engines and shields, and then burn fuel to run things like Overdrive, Jump Drive and weaponry.
It adds a need for a consumable resource; this will encourage mining and trading (and make player-to-player piracy more likely, because fuel theft), which is nice.

- New power generators, slightly more powerful than current reactors but requires fuel
- Connects to a computer, into which you dump fuel material
- Fuel is crafted from the various minerals available from mining, but is rare-ish and expensive in Trade Guild shops - forcing players to either go exploring to find fuel or buy it from other players
- Different types/'grades' of fuel would be available, and each would have different effects such as cheap, common fuel that provides power at a reduced rate, or rarer fuels that could give a small bonus to power regeneration, ship acceleration, etc
- Old (non-fuel using) power reactors are still available, but provide slightly less power
- Power soft-cap for old reactors is lowered to around a quarter million, so it's more efficient for small ships to use non-fuel reactors (because nobody wants to have to remember to refuel their fighter/shuttle/etc)
