Custom Stations Spawn But Not With Right Faction

I have put some custom stations I downloaded into the trading guild default blueprints, but only one spawns. Besides that, it spawns as a neutral station (blue square). And the station I have in the neutral folder doesn't spawn.

That is likely because station folders are not implemented yet. ^_^;

So they will be implemented at some point?

Will there be more NPC's will be added? Similar to the idea of Villagers, which would spawn on these stations. Or will they all be spawned empty?
There should be territorial NPC's who will defend their station/sector but won't rove around like the pirates do.
