Cannot purchase... Please help

I want to buy this game so bad its not even funny. However I want a non steam copy because I only want to play offline. (Do not have internet.) I cannot download an offline installer its all done from the computer so I can see and I'm trying to download it at work on my phone. Also my debit card will not permit me to make purchases to Germany and even my prepaid visa I bought specifically for this won't let me purchase either. Please help... Also don't have PayPal yet. Any other way?

you can download from steam the Demo version for free, it is the same as the one you can buy.

Download the launcher, then go here:

Index of /build/
This is what the launcher downloads from. download the latest one, unzip,

run the launcher, point the launcher to the unzipped download as install directory, should work fine.
