My dedicated server maxes out 1 CPU core when i start it, even when no players have joined yet. Is this normal?

Something i could say is that there is "ghost" ships next to our base shop. It looks like ship and its turrets have welded together permanently, and everything can fly through them. It this endless physics loop or something else?

edit: This doesn't seem to happen all the time. (I mean CPU thing i can't reproduce, but ghost ships have been there for over 20 restarts, and 3 different server versions.)

I see what happens now when i started dedicated server as console window (.bat). It keeps spamming this every second for now 10 minutes and no end in sight. This is when CPU is going at full 1 core (it appears to me as computer yells at me :p ):

I have the same issue on a dedicated linux server. Little frustrating. However CPU usage is not high at all. Just some block lag.
