Allow setting rank requirement for factionwide blueprints

You know what would be cool?
If we could set the rank requirement for blueprints we set as faction only.
This would allow me to trust my high council while keeping the blueprints safe from new players.

Going to have to agree. Having a nice lineup of ships of scaling sizes and uses, but having everyone only use the heavy battle cruiser is kinda defeating the purpose.
