After a little poking around i figured it out, as admin, open your catalog and click the admin tab. There should be a list of all available ships, click on the permissions and enable \"enemy use\"

How would i change what the pirate ships what spawn in on my online server? I know you have to upload them to the servers catalog, is that just as simple as upload from local and then that ship has a chance to spawn as an enemy?(pirate)
