I would maintain that a councilor should be an expert, so as to better communicate to the community the nuances of the game as it exists and as the devs intend for it to exist.
Once again, that forces a player into building something they may otherwise not want to, just so they might leave their ship. Some people don't want to be in a faction, some factions don't have a home base, some people just don't like to dock their ships.
Forcing a playstyle = bad.
I am imagining it and am unable to come up with a use that isn't immediately exploitable by trolls, people under the age of 16, or megafactions. If you have to rely on the good nature of the playerbase to make an idea work, it is a bad idea.
Nowhere did I mention interior, I get that it's a hammer, and hammers are generally very plain, but you have absolutely zero detailing on the exterior. You can still build a plain cube have it look like an actual thing.
Excellent exterior, this ship has come a very long way.
I would suggest, however, that you rework the interior, as it does not match the exterior's feel. The slope of the core room is nice, but you would do well to add some depth to the walls.
You don't need us to tell you your ship lacks detail, I am sure you are aware of this.
Might I suggest, at the very least that you make it more symmetrical, or at least use http://www.plotz.co.uk/ to make the handle semi-circular?

Yeah, you can do this already. What makes it cool and unique is that it's not a system supported by the game. I also have a similar on TRAF's Starmade. Unfortunately, adding the functionality to the game limits the system for everybody who wants to implement it exactly in their own way.

Maybe, some time in the far future, sixty or seventy years from now and when devs who haven't already rejected the idea are dead and gone, we can revisit the issue. Until such a time, let's maybe drop it, or at least use the search function before we bring it up again.
I am worried about small turret design, as the computers required to make the barrel work would take between 1 and 3 blocks of space. I wonder how it would be possible to balance this.
I find they work very well for floor detailing, and also making potted plants. Put one carved orange-y block with two tree leaves on top, it looks great.
