      If you base it on volume:mass people will make sponge shields. If it’s on mass to volume people will make armor bricks with weapons attached, and balancing thruster power vs effect and mass vs power would be impossible.

      The thing is that chambers don't use power, they use RC. And RC/=Power. The cost of cloaking is slower speed, less tank, a weaker JD, worse scanners, or less damage. Which is probably worse.

      And what weapon actually kills a ship in one hit? Maybe checkerboarded, layered missiles, but besides that the burst damage will probably be from overdrive CC or something else that doesn't overpen or waste explosive damage.

      But you're still using them majority of your TP, that you could be used by other people to get super strong tank in AHP or shield. Or JD strength, or weapons damage, or speed(range control), or scanners.

      One thing that the chambers seem to be missing is offensive effects. We have utilities, max speed and JD and bouncers, defensive stuff through all the defensive effects that are now chambers, but we don't have any offense things like +damage or +reload, or maybe(code permitting) + charges.       You can do this just with a rail launcher on one entity and a rail docked point thing on the other. It shoots out, then immediately docks again. It works on stationary ships, I haven't tried them while moving.
