There are some problems with your idea, like what if a faction doesn\'t care and breaks the rules? I guess you could report them, but for what, the faction afterall might not agree with the rules, besides, some of these rules might seem fair to someone, but might seem unfair to others.

i had the same problem where after the torpedo is fired, the ship completely stops.

i think cloaking should jsut remain as it is.it consumes alot of power, hence it might be expensive to make a perma-cloak ship, depending of the size and whether or not it is a fighter.
