Power Drain BeamNot working?

I just tried making a power drain beam and tested it on a friend to find that it didn't seem to have any affect whatsoever. Is this a confirmed bug, or is there a special way that the power drain beam works?

I think i read in the description It has to hit a power block

You have to hold the beam on the target. After awile if your power is low you will notice a jump. Depending on how much you steal you could fill yours but I have no clue what governs the strength of the beams....
