NPC Crew Help

Hey guys, I've just updated my old server, but the shop at 2,2,2 is just a regular one and I can't seem to find a Trader to buy NPC's from anywhere!
Is there a way to spawn them in or anything?

Reset the Server database (backup the FACTIONS.fac file if you don´t want all factions on your server to be lost)
