Introducing a command to lock an entire system

In addition to locking the sectors, I would love to see an admin command that would lock a full system. There's a mini game that we've been wanting to try out with the Star Squadron that would REALLY benefit what we have in mind. :D

Being able to restrict access to a system by mass would be useful too, something like /system_chmod 2 4 7 +noentermass 15000.
