First want to note down that this is a suggestion from myself.

So right now, we have quite a few decoration blocks but if we want the decoration that pleases everyone, many blocks are needed.

That's why I want to suggest this:
A special build mode in-game where you can design your block. think of it like creating a ship, you place some blocks and save it. This way you can load it in later or share it as community content. In the build mode you can use all colors of normal armor blocks to construct your decoration block. Think of railing or a pattern you want on your wall, maybe numbers or letters to show where to go.

To understand what kind of concept I mean, Check out this game: Manyland
If you log in make an account you can start creating your own block, but if you don't want to make an account, just look around the game walk a bit and see how many different blocks there are, all of them are created by that community.

For the costs of production, A simple "Blanco" block (possible an existing deco block) will be used to place your custom block. With this, Schema will never have to bother making those blocks which means more time for features! :D

Sadly, not feasable in a 3D environment. The only feasable way would be to allow a mod to declare new blocks, that have all 24 orientations, are instead of using the default model, will be using a preset model (including texture coordinates, but no textures), that is shipped with the mod.
The other halfway feasable option would be adding 56(or 112, if you account for reversed normals) bits to every blocktype[not every block], which represent which triangles touching all corners of a cube to draw.
Since a cube has 8 corners, and a triangle has 3 corners, and all corners of the triangles in question are also corners of the cube, there are 8C3 possible combinations, and 8C3=56. However each triangle can be drawn clockwise or counterclockwise(in the first case it will face the viewer, in the latter case it will face away from the viewer, effectively being invisible until rotated). So if we are exact, there are 2*(8C3) combinations, which is 112.
and thanks to a strange coincidence, 112 is also the number for emergency services in germany, and likely also a large part of europe

Strange, but appropriate, considering they do have to have every possible corner covered...
