How are they used other than inventory slot fillers?

Activate and deactivate them from the hotbar while looking at something in Astronaut mode (you have to be reasonable close to it of course.

I've noticed they tend to not want to work sometimes. Never have been able to replicate the cause of them refusing to work though.

For particularly dark builds(or when you have gamma set to anything less than say 1.4) flashlights let you navigate in otherwise blinding darkness of unlit interior spaces
