DEV Build / NPC Faction not spawning

I'm trying out the dev build and right away notice that i'm only getting the old generic factions (trading guild/pirates) in single player. Is there a way to spawn the new factions on a new world?

Sometimes they don't spawn right away, also it seems the starting number is crazy low around 0 to 3 but increases by a couple after a while but I had to jump to other galaxies to cause them to spawn.

Also noticed they aren't trading with each other and can't be traded with due to no shop blocks.
