I want to play on the 0.199.654 version of Starmade before the power 2.0 update, but I can't get past the launcher. The game won't start after I click launch.

use a different Java Version maybe and see if that works.
Install Java from the java.com page Download Free Java Software
then point the Launcher to that install here
there is a SSL problem thingy that got fixed in the latest .335 update . i think that is your problem here

Did that, now I'm getting an error. "Error: missing "server" JVM at "C:\Program Files(x86)\Java\jre 1.8.0_ 161\bin\server\jvm.dll".

I don't think the 32 bit version of Java has that file, at least not at that location. Are you actually running 32 bit windows? You may have better luck running the old launcher if you really need to run 32 bit.
