By looking at the stats of some of the servers out there they would only have NPCs most of the time, but they would have a nice, lived-in universe.
There's a way to do that now without new software, it involves players and a different gameplay style.

It seems to me that they are listening and that's what the players like the most about the development process; their input has value to the programmers.

I oppose the idea that a 'goal' should be coded in by the developers. Let the players decide how the events unfold. That makes the scenario far more unpredictable.
