Prices for items are not configurable right now. You can configure the shops max and starting money if you want to change the price ratio for the blocks.
In the mean time while the issue is known and in line to be worked on, try limiting the max amount a shop can have (in regards to money) at 1/25th the current amount and have its starting amount even less.

I don't really care for this idea. There is no downside for reducing the amount of blocks you use, which means you'd save money and space with nothing lost. That makes no sense. If you were to do this I could see having to pay more energy than the default block configuration, but not the same.

You're on the right track. There is a folder for the blueprints. Should be labeled for pirates though in an older config there was the folder "Default". I can't recall whats correct now.
