They also do not apear out of no where, if you check your Nav (N) you can see them over 1000 meters away before they get to you. They are not OP, they are just their to provide a challenge early game, but if you follow my tips they will become quick and easy to kill :)

I find the only solution that works is to use the admin command \"pupulate_sector\" followed by the appropriate sector number. Already a solution. Why would you need shops in singleplayer anyway, don\'t you guys know about admin commands?
