That was my part of my thought process when i began the thread but, decided at the end that we should probably go with the council. At least at first to see if this idea is worth it. I don't know what the council members are privy to but, I do think they know a bit more than us.

Gravity really should either be on or off, with everything entering the gravity field being affected. If you want to be unaffected you turn on your suit's anti-gravity module.
Smashing idea mate. I was going to suggest a "creative" sector, with nothing in it, so I wouldn't have to build in deep space, away from planets and other crap but, i like your idea better.
