I think it's safe to assume the same thing happens on planets. Gate orientation/location relative to the planet segment's origin point. Since it's impossible to make a gate under a segment I think 6 of the 12 possible orientation+ location will not work. Picture that shows all NOT working gates.

This may sound silly but did you save your changes you did in that config file? It's not the first time people forget that.
