The biggest difference really is intent. If someone is doing something for material gain, to expand their territory, ECT, then it can be considered PvP. But anything that someone does with the sole intent of making the game less fun for others is griefing. If you attack and disable someones...

While distance from the sun is not the only factor that determines a planets climate, it is definitely a big one. Yes, with a different atmosphere, Venus could be earthlike. But mercury could never be an ice planet. Lets say the distance from the sun affects the probability of certain planets...

War in real life tends to be a one-sided roflstomp that is only fun for the weapons manufacturers that own the politicians that start them. This is not fun in games. One-sided rolfstomp for no reason =/= PvP.
